This task involves defining the project scope for 2D flash flood simulation of the 23 September 2025 Lagos event, using HEC-RAS 6.6 Rain-on-Grid across Eti-Osa, Lagos Island, Ibeju-Lekki, Ikorodu LGAs. Objectives: map extent, depth, duration, and velocity.
